Has the truth always been evident?

The truth has always been evident.
Romans 1:18-20: (18) For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who suppress the truth in unrighteousness, (19) because what may be known of God is manifest in them, for God has shown [it] to them. (20) For since the creation of the world His invisible [attributes] are clearly seen, being understood by the things that are made, [even] His eternal power and Godhead, so that they are without excuse,...

Jesus came into the world to bear witness to the truth.
John 18:37: Pilate therefore said to Him, "Are You a king then?" Jesus answered, "You say [rightly] that I am a king. For this cause I was born, and for this cause I have come into the world, that I should bear witness to the truth. Everyone who is of the truth hears My voice."

Are we to obey the laws of men?

We are to obey the laws of men. It is the will of G-d.
Romans 13:1-4: (1) Let every soul be subject to the governing authorities. For there is no authority except from God, and the authorities that exist are appointed by God. (2) Therefore whoever resists the authority resists the ordinance of God, and those who resist will bring judgment on themselves. (3) For rulers are not a terror to good works, but to evil. Do you want to be unafraid of the authority? Do what is good, and you will have praise from the same. (4) For he is God's minister to you for good. But if you do evil, be afraid; for he does not bear the sword in vain; for he is God's minister, an avenger to execute wrath on him who practices evil.

We are to obey G-d not men.
Acts 5:29: But Peter and the [other] apostles answered and said: "We ought to obey God rather than men.

Are we to keep the Sabbath?

Paul taught that everyone can decide for themselves whether to keep the Sabbath.
Romans 14:5: One person esteems [one] day above another; another esteems every day [alike]. Let each be fully convinced in his own mind.

The Sabbath is an eternal covenant.
Exodus 31:16: Thus shall the children of Israel observe the Sabbath, to make the Sabbath throughout their generations as an everlasting covenant.

Those who believe in Jesus will never be put to shame?

Paul quotes a scripture that states that those who trusts in him (Jesus) will never be put to shame.
Romans 10:11: For the Scripture says, "Whoever believes on Him will not be put to shame."

The scripture that is referenced is Isaiah 28:16 which is mistranslated in Romans and speaks of a foundation stone (the true Messiah).
Isaiah 28:16: Therefore, so has the Lord God said: "Behold, I have laid as a foundation a stone in Zion, a fortress stone, a costly cornerstone, a foundation well founded; the believer shall not hasten.
